There is a suggestion thread over at playstation.com or you could always make suggestions to the developers themselves like Lockwood etc.

I already wrote to Lockwood and gave them my ideas but I haven’t gotten anything back, I don’t want Lockwood, I need the developers of home because some of the ideas are not clothes or active items, it’s specifics for your avatar….and I don’t want to post my ideas for other people to see it needs to go straight to the top people involved….
