You need an EU account (UK preferably) and a foreign PlayStation Card to put funds in your wallet.

They have places online that sell EU Playstation cards. Just need to be careful that if you have a UK account you get them in pounds. Other regional EU accounts might use Euros.
I don’t know which online stores would be best given I don’t buy in the EU and for Japan now I trade rather then purchase psn cards. This is one online store but you might be best asking around first.
